I wish this error message was more intelligent:
(98)Address already in use: make_sock: could not bind to address 0.0.0.0:81 no listening sockets available, shutting down Unable to open logs Syntax OK
So if you ever make an apache config file tester, please make sure to test for this condition which is in the manual.
Error condition
Multiple Listen directives for the same ip address and port will result in an Address already in use error message.
